Tier 3 of Vermont’s Renewable Energy Standard, or, as we are calling it, the Statewide Total Energy Program (“STEP”), urges the collaboration of Vermont electric utilities and their customers to work towards the goal of reducing greenhouse gas emissions, with a target of fossil fuel reductions equivalent to 2% of each utility’s annual electric sales beginning in 2017 and increasing to 12% by 2032. With Vermont’s electric grid increasingly transitioning to renewable energy sources, Tier 3/STEP is accomplishing these reductions by switching fossil fuel powered vehicles, heating and hot water systems, and industrial functions to electric power. EFG’s Richard Faesy has authored a white paper on this topic with support from the High Meadows Fund to inform stakeholders and policy makers of the structure and benefits of the Tier 3/STEP program.
